The difficulty of the Executive will however be enormously

increased

by

the

material

support and

assistance of the Licensees being

suddenly rejected at a time

apparently

the Police Force seems in such

disorganized

state

and

feeble,

and

that it is

presented as unable to cope with the most ordinary difficulty

under the

existing favorable Circumstances of the present

reformed regime - whereby police corruption

was

entirely suppressed

and Crime diminished fifty per

cent.
